ADVOCACY Alert
Support the National Popular Vote Interstate Compact
based on information sent by LWV of Virginia • January 28, 2026
What’s happening: Virginia has an urgent opportunity this General Assembly session to join the National Popular Vote Interstate Compact (NPVIC). Bills this year are HB 965 (Del. Cia Price) and SB 322 (Sen. Adam Ebbin).
What we’re asking you to do:
  • If your Delegate or State Senator is not a co-patron of HB 965 / SB 322, ask them to become a co-patron.
  • If they are already a co-patron, send a quick thank-you and urge them to keep supporting the bills.

Optional (if you prefer to look them up first): Who’s My Legislator?
Important: Please write as a constituent. Do not say you are writing “as a member of the League.”
Background: The League has long backed a simple democratic principle for presidential elections: the candidate with the most votes nationwide should win. The current Electoral College system can dilute that “one person, one vote” promise, especially because most states use winner-take-all, which can leave many voters in “safe” states effectively sidelined while campaigns focus heavily on a handful of swing states. The National Popular Vote Interstate Compact (NPVIC) is a practical, state-led way to move closer to a true national popular vote without waiting for a constitutional amendment: states agree to award their electoral votes to the national popular vote winner once enough states join to reach 270 electoral votes. The League supports NPVIC as a step toward a more representative presidency—where every vote matters equally, no matter where you live.
